The other states are New York, Texas, Florida, and Kentucky, according to the Leapfrog Group, a nonprofit organization that issues report cards on hospital safety.

The Leapfrog survey studied only those births associated with first-time mothers of single babies in the standard head-down position. Leapfrog’s standard is to perform no more than 23.9 percent C-sections. In last year’s report, only 11 New Jersey hospitals in the study met the standard. This year only nine met the standard.
